Valence Surface Technologies, a portfolio company of ATL Partners and British Columbia Investment Management Corporation (BCI), has announced the successful completion of its fourth add-on acquisition with the purchase of C.I.L., a specialized provider of surface treatment services for the aerospace and defense sectors. This strategic move strengthens Valence's position as the largest independent aerospace surface finishing platform in North America and expands its integrated suite of solutions, which includes non-destructive testing (NDT), a critical component for ensuring the integrity and quality of high-performance components.
The acquisition of C.I.L., which operates two facilities in Lawrence, Massachusetts, and employs 160 team members, significantly enhances Valence’s geographic reach and service capabilities in the key Northeast aerospace manufacturing corridor. C.I.L. specializes in a range of services including plating on wire mesh, magnesium plating, and high-performance painting, which are often complementary to the NDT and other specialized processes Valence provides.
“Valence is the ideal long-term partner to support CIL’s continued progress and innovation,” said Jim Coskren, C.I.L.’s founder. “Their commitment to operational excellence and customer satisfaction aligns with everything we’ve built at CIL, and we’re excited to help drive continued momentum as part of the Valence team.”
Valence’s leadership views the acquisition as a key step in providing a more comprehensive offering to its customers. The company’s portfolio of services—including NDT, shot peening, chemical processing, plating, painting, and spray coating—will be bolstered by C.I.L.’s specialized expertise.
“We are thrilled to welcome CIL’s team and capabilities to our platform,” said David Camilleri, the chairman of Valence. “We have long admired Jim and the business he’s built, and we believe CIL’s long-standing relationships and proximity to key aerospace customers will significantly improve Valence’s service offering in the Northeast region and beyond, while strengthening our ability to offer a complete range of engineered surface treatment solutions to our customers. We closed this acquisition alongside a refinancing, which provides us with additional dry powder for further acquisitions.”
With this acquisition, Valence now operates 12 facilities totaling over 750,000 square feet, processing more than 12 million parts annually for over 3,000 customers, including industry leaders like Raytheon, Lockheed Martin, SpaceX, and Boeing. The deal positions Valence to capitalize on the growing aerospace and defense coatings and surface treatment sector, which was valued at $3.8 billion in 2024 and is projected to reach $7.2 billion by 2034, according to a Polaris Market Research report.
