DEE Development Engineers Limited has entered into a framework agreement with an undisclosed domestic engineering, procurement and construction (EPC) contractor to jointly pursue business opportunities in India's nuclear power sector.
The agreement covers ongoing and upcoming projects involving public- and private-sector developers, including pressurised heavy water reactors (PHWRs), light water reactors (LWRs) and small modular reactors (SMRs). Under the arrangement, DEE will serve as a strategic partner, providing engineering, manufacturing, piping products, sourcing and associated technical documentation.
The company clarified that the framework agreement does not constitute a confirmed supply order or contract. Business opportunities will materialise only if projects are awarded to the EPC contractor and definitive commercial terms are agreed. No committed order value has been specified, and any orders secured will be disclosed separately as required.
Scope of the Nuclear Power Partnership
The collaboration will focus on two major areas of nuclear power plant infrastructure: the Nuclear Island, covering primary piping and common services, and the Turbine Island, covering secondary-cycle piping and light water systems.
Products within the scope include pipes, pipe fittings, piping spools and forged pipes. DEE's responsibilities will span pre-bid support, design and engineering, manufacturing, supply, sourcing and documentation.
Pre-bid Support and Engineering
During the pre-bid stage, DEE will provide budgetary offers alongside commercial and pricing inputs to support the EPC contractor's proposals.
Its design and engineering responsibilities will include 3D modelling, piping general arrangement drawings, isometric drawings, stress analysis, piping support design and drawings, material take-offs, and as-built drawings and models.
These activities will support the development of piping packages for nuclear power projects, from initial engineering and planning through to manufacturing documentation.
Manufacturing, Supply and Sourcing
DEE's manufacturing and supply scope will cover seamless and welded pipes, wrought and forged fittings, piping spools, flanges, custom bends, pipe supports, venturis, flow nozzles, restricted orifices and other piping components.
The company will also prepare project documentation, including quality assurance manuals and plans, manufacturing procedures, non-destructive testing (NDT) and testing procedures, progress schedules, and final documentation.
The inclusion of NDT procedures within the documentation scope highlights the role of inspection planning and testing requirements in the execution of the piping packages. The agreement does not specify particular NDT methods or inspection acceptance criteria.
Responsibilities of the EPC Contractor
The domestic EPC contractor will act as the primary EPC partner, responsible for sourcing project enquiries, managing customer relationships, preparing offers and finalising contracts in consultation with DEE.
The contractor will also oversee site activities, including field fabrication, erection, testing and commissioning.
The division of responsibilities establishes a framework in which DEE will provide engineering, piping products and associated documentation, while the EPC contractor will manage customer-facing commercial activities and on-site execution.
Commercial and Disclosure Details
DEE has not disclosed the identity of the EPC contractor, citing commercial and confidentiality considerations.
The company also stated that the agreement does not constitute a related-party transaction and that its promoter or promoter group has no interest in the counterparty.
As the framework agreement does not include a committed order value, its commercial significance will depend on the projects subsequently awarded to the EPC contractor and the final terms agreed with DEE.
