Position Summary:
The Nondestructive Testing (NDT) Program Specialist serves as the primary point of contact for ensuring compliance with NDT methods and workmanship programs, in line with customer directives and specifications. This role is responsible for conducting audits, surveillance, and performance evaluations for various NDT methods, as well as establishing and overseeing training programs. The Specialist ensures adherence to the SUBSAFE and Deep Submergence QA Manual, Surface QA Manual, and customer specifications. This position may require frequent travel and overtime.

Our Marine Services Division (MSD) provides full-service ship repair capabilities for US Naval vessels, including submarines, surface ships, and deep submergence systems. Certified in Submarine Safety (SUBSAFE) and Deep Submergence System Scope of Certification (DSS-DOC) repair activities, we specialize in hull, mechanical, and electrical (HM&E) systems.
Key Responsibilities:
- Conduct audits, surveillance, and performance evaluations for designated NDT methods and workmanship programs.
- Interpret requirements and specifications to develop Process Instructions for NDT personnel, including Trainees, Level I, and Level II staff.
- Develop and conduct classroom training, certify NDT personnel, and approve written and practical tests.
- Track personnel certification renewals, performance evaluations, and updates to processes.
- Establish calibration procedures for NDT equipment and respond to audit findings related to NDT methods.
- Act as a liaison between external auditors and OII-MSD NDT personnel during inspections.
- May participate in inspections and obtain commercial certifications (e.g., CWI, API) as needed.
Qualifications:
- Bachelor's degree in Engineering or Science, with one additional year of experience as an NDT Level II; or,
- Two years of engineering or science study at a university, college, or technical school, plus two years of experience as an NDT Level II; or,
- Four years of experience as an NDT Level II in applicable NDT methods.
- Basic familiarity with ship construction or repair industry is highly desirable.
- Certifications: Multiple NDT certifications (VT, PT, MT, UT, RT, ET) are preferred. NBPL certification is a plus.
- Technical knowledge of submarines and surface combat ships is recommended.
- Must possess excellent communication skills to interface with personnel inside and outside the organization.
Citizenship:
Must be a U.S. citizen and not a dual citizen of any other country.
Security Clearance:
Must have or be able to obtain a Secret clearance issued by the U.S. Department of Defense.
Working Conditions:
- Frequent work near moving equipment.
- Exposure to humidity, airborne dust, fumes, gases, and occasional open flames.
- Hot (above 90°F) or cold (below 32°F) temperatures.
- Noise levels over 85 decibels.
- Close proximity to others while working.
Physical Activity and Requirements:
- Occasional: Lifting 20-50 pounds, working in confined spaces, crawling, kneeling, and wearing personal protective equipment (PPE).
- Frequent: Lifting 10-25 pounds, climbing stairs/ladders, standing, stooping, reaching, and operating motor vehicles.
- Constant: Lifting up to 10 pounds, wearing PPE for body, vision, and hearing protection.
